POSITION: DIRECTOR OF FINANCE
REPORTS TO: EXECUTIVE DIRECTOR
FLSA STATUS: EXEMPT FULL TIME
BASIC FUNCTION: The Director of Finance performs highly advanced policy administration and managerial work related to fiscal operations and assists the Executive Director in the control and management of the organization’s funds.
DUTIES AND RESPONSIBILITES: The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
− Formulation of accounting, financial and budget policies;
− Financial planning;
− Budget development and management;
− Revenue and expense forecasting;
− Management of accounts receivable and accounts payable;
− Cash flow forecasting and management;
− Management of investments;
− Development and preparation of financial reports for the Executive Director, Board of Directors and state and federal agencies;
− Financial management of federal and state grant programs;
− Management of DETCOG’s day-to-day accounting function and processes.
− Ensure financial policies, procedures and transactions meet the organization’s short- and long-term objectives and federal and state requirements;
− Develop long-range budgets and fiscal policies and make adjustments in programs and priorities;
− Review economic trend analysis and other financial market factors to keep the senior management team appraised of significant conditions;
− Oversee external and internal audit functions;
− Work closely with managers of all departments to assist in financial planning, management and reporting for each program and be responsible and accountable to Program Managers for account balances and program financial management.
− Manage all aspects of the Finance Department staff and office
EDUCATION AND EXPERIENCE: Certified Public Accountant preferred. Master’s degree with a
major in accounting or finance preferred. Highly qualified candidates with an undergraduate degree and experience working in governmental accounting or auditing offices will be considered. Must have good knowledge and understanding of local, state and federal laws and regulations, and of principles and practices of public administration and management. Grant management experience is a plus.
Experience working for a regional council of governments is a plus.
TRAVEL REQUIREMENTS:
- This position requires travel within the [City/Region/State].
- Occasional travel outside the primary service area may be required for training or conferences.
- Reliable transportation and a valid driver's license are required.
- Travel expenses will be reimbursed according to company policy.
ADDITIONAL REQUIREMENTS, PERSONAL SKILLS AND ATTRIBUTES:
- Must have a VALID Texas driver’s license, proper vehicle insurance and use of vehicle to travel throughout the region

SALARY: Salary range: B27 – Director II; $84,182 - $115,374 per year depending on experience, plus benefits including health insurance, retirement plan and other benefits.
