DESCRIPTION

The Chief Building Official is responsible for the administration, management, and technical oversight of the City's building inspection, permitting, plan review, and code enforcement functions. This position ensures compliance with applicable federal, state, and local laws, building codes, and ordinances, and supports safe, orderly, and efficient development within the City.

QUALIFICATIONS

  • High School Diploma or equivalent. Bachelor's degree in construction management, or a related field preferred.
  • Minimum of ten (10) years combined experience in construction management, building inspections, licensed contracting, plan review, and/or code enforcement.
  • Minimum of three (3) years of supervisory or managerial experience.
  • State of Texas Plumbing Inspector's License and ICC Certified Building Official (CBO) designation or ability to obtain within eighteen months of hire.
  • Additional ICC trade certifications (Building, Electrical, Plumbing, Mechanical, Plans Examiner) preferred.
  • Must possess a valid Texas Driver's License at time of placement.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of federal, state, and local building codes, construction standards, zoning regulations, and land development processes.
  • Knowledge of municipal permitting processes, inspection procedures, and code enforcement practices.
  • Skills in leadership and management, with the ability to motivate staff, foster teamwork, and ensure accountability in meeting departmental goals.
  • Skills in interpreting and applying complex technical regulations, construction documents, and engineering plans.
  • Skills in communication, both verbal and written, with the ability to convey technical information clearly to contractors, developers, elected officials, staff, and the public.
  • Skills in computer applications, including permitting systems, inspection software, database systems, and Microsoft Office Suite.
  • Ability to effectively manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Ability to exercise sound judgment and consistent enforcement of codes and regulations.

MAJOR DUTIES

  • Direct and oversee all functions of the Building Inspections Division, including permitting, plan review, inspections, and code enforcement activities.
  • Lead and supervise building inspectors, plans examiner, permit technicians, and administrative staff to ensure high performance, accountability, and quality service delivery.
  • Manage the review of commercial and residential construction plans for compliance with adopted building codes, ordinances, and safety standards.
  • Oversee the issuance of permits and scheduling of inspections to provide timely, efficient service to builders, developers, and the public.
  • Interpret and enforce building codes, ordinances, and regulations; serve as the final authority on code interpretation and compliance issues.
  • Investigate reports of unsafe or substandard structures, code violations, and unauthorized construction; coordinate corrective actions and enforcement proceedings as required.
  • Collaborate with city departments, outside agencies, consultants, and stakeholders to coordinate development activities, share information, and resolve cross-departmental issues.
  • Prepare, administer, and monitor the division's annual budget, including revenue forecasting, expenditure control, and resource allocation.
  • Develop, recommend, and implement policies, procedures, and process improvements to enhance operational efficiency, consistency, and customer satisfaction.
  • Provide expert technical guidance on building code and construction matters to staff, boards, commissions, elected officials, and the public.
  • Keep current on emerging trends, technology, and regulatory developments in construction, building safety, and code compliance.
  • Recommend updates to building codes, ordinances, and department procedures to maintain compliance with best practices and evolving standards.
  • Perform other related duties as assigned.
