POSITION: HOUSING STAFF ACCOUNTANT
REPORTS TO: DIRECTOR OF HOUSING
CLASSIFICATION: NON-EXEMPT FULL TIME
BASIC FUNCTION:
The Housing Department Staff Accountant supports the Housing Department and Finance Department by performing a variety of accounting functions related to DETCOG’s Housing Choice Voucher (HCV) Program, and other HUD-funded programs. This position works under the supervision of the Housing Director and is responsible for ensuring the accuracy, integrity, and timeliness of financial records and reporting.
DUTIES AND RESPONSIBILITIES:
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
• Perform moderately complex accounting work in support of the Housing Choice Voucher (HCV) Program, and other HUD-funded programs
• Prepare and maintain accurate financial statements and supporting documentation.
• Record, reconcile, and analyze financial transactions related to housing assistance payments
• Code and process HUD payments in accordance with applicable guidelines and regulations
• Compile and submit Voucher Management System (VMS) reports to HUD, including cost and program data
• Maintain and reconcile Family Self-Sufficiency (FSS) escrow accounts, including cost and program data
• Maintain and reconcile Family Self-Sufficiency (FSS) escrow accounts, including calculating escrow credits based on increases in participant earned income Track, document, and verify all escrow deposits, adjustments, and forfeitures in compliance with HUD regulations
• Coordinate with the FSS Coordinator to confirm participant eligibility, contract status, and completion prior to escrow disbursements
• Process and reconcile FSS escrow disbursements and maintain supporting documentation for audit and reporting purposes
• Identify and resolve discrepancies in escrow balances and ensure accuracy of participant account records
• Ensure compliance with federal, state, and local regulations, as well as internal policies
• Assist with audits and provide supporting documentation as needed
• Meet strict deadlines and manage multiple priorities in a fast-paced environment
DESIRED QUALIFICATIONS:
• Bachelor’s degree in Accounting, Finance, or a related field (preferred)
• Experience with governmental or fund accounting, preferably in housing or HUD programs (preferred)
• Knowledge of Housing Choice Voucher (HCV) Program requirements, FSS escrow accounting, and HUD reporting is a plus
• Strong analytical, organizational, and problem-solving skills
• Proficiency in accounting software and Microsoft Excel
• Ability to work efficiently under deadlines with a high level of accuracy and attention to detail
• Must have the ability to interpret and apply regulations pertaining to the program. Must be able to communicate effectively both orally and in writing and have excellent interpersonal skills and possess strong computer and organizational skills.
SALARY: $40,000 to $61,000 annually, depending on experience. Benefits include retirement plan, health insurance, and other benefits.
SPECIAL CONDITION OF EMPLOYMENT:
Salaries of the Deep East Texas Council of Governments are funded by various state and federal grants; therefore, employment is conditioned on the availability of such funds.
