DIMENSIONS:                                    EXEMPT (SUPERVISORY POSITION)

BASIC FUNCTION: Under general direction of the Assistant Executive Director of the Deep East Texas Council of Governments (DETCOG) and the Corporation for National and Community Service (CNCS) program policy guidelines, the RSVP Program Manager has
full-time responsibility for the development and operation of the Retired and Senior Volunteer Programs in coordination with the DETCOG and Senior Corps Program Advisory Council.
Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

 

DUTIES AND RESPONSIBILITIES:

 
  • Daily management of the RSVP, functioning as a working project manager, actively involved with community organizations, RSVP volunteers and volunteer stations.
  • Assesses volunteer needs within the Deep East Texas Region and assists in the planning and developing of all phases of the project operation.
  • Assists in selecting and hiring project staff.
  • Responsible for training, supervising and evaluating project staff in accordance with DETCOG personnel policies and procedures
  • In conjunction with RSVP staff, develops and maintains close coordination and relationships with RSVP volunteer stations, including development of volunteer assignment plans.
  • Utilizes performance measure principles and practices in program development, volunteer placement and project assessment.
  • Maintains appropriate fiscal, personnel, program and volunteer records and prepares reports.
  • Recruits, selects, orients and places RSVP volunteers with volunteer stations; assures volunteer orientation in conjunction with volunteer workstations and staff.
  • Arranges for formal and regular recognition of volunteers, organizations and individuals who have contributed to the support of RSVP.
  • Enhances the total project effort through active involvement with community organizations, other national service programs and other senior and volunteer programs.
  • Works in cooperation with DETCOG staff, advisory council members and volunteer station staff to obtain resources for the project.
  • Provides information, materials and support to RSVP coordinators and volunteers.
  • Assesses appropriateness and performance of volunteer stations.
  • Attends training conferences conducted or authorized by CNCS.
  • Assists in the preparation and submission of applications and requests for amendments to the electronic grant system.
  • Assists in any other capacity as needed, and performs additional duties as assigned by Assistant Executive Director.

PERFORMANCE QUALIFICATIONS:

Bachelor’s Degree, training and/or experience in work with those over 55 years of age and volunteers are essential. Flexibility, management skills, computer literacy and personal transportation are requirements. Must have excellent written and oral communication skills necessary for preparing grants, written reports and giving oral presentations and training.
Ability to attend after-hours and weekend meetings/events is required. Regional travel is a requirement of this position.
 
Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
 
MUST pass moderate to extensive background
check.
 

ADDITIONAL REQUIREMENTS, PERSONAL SKILLS AND ATTRIBUTES:

  • Must have a VALID Texas driver’s license, proper vehicle insurance and use of vehicle to travel throughout the region
  • Utmost professional and personal integrity
  • Personal values consistent with the Deep East Texas Council of Governments.
WORK HOURS: Monday – Friday, 8:00 a.m. – 5 p.m.

SALARY:  $30,000 to $36.000 annually, depending on experience. Benefits include retirement plan, health insurance and other benefits.
 

SPECIAL CONDITION OF EMPLOYMENT:

Salaries of the Deep East Texas Council of Governments are funded by various state and federal grants; therefore, employment is conditioned on the availability of such funds.
